Ukrainian Research Institute of Forestry and Agroreclamation on manipulation by facts of the British non-governmental organization Earthsight
The report of the British non-governmental organization Earthsight, which studies the problems of illicit deforestation around the world, indicated that Ukraine is the leader in the volume of smuggling of forests to EU countries. This organization concludes that the forest in Ukraine is dug and carried in large volumes. Therefore, in four years, its exports to EU countries increased by 75% and estimated at over a billion euros in 2017. At the same time, even in relation to the structure of the forest fund and the wooded, the country has incorrect information
The authors of the "reports" refer to 412 sources, including a 131 press notice or a link to an online edition. Among the 13 references to court cases 10 have either errors in the title, or incomprehensible origin, 32 sources represent private correspondence and materials of personal conversations. Only 13 articles (or 3%) are from the entire list of sources Have the name of the author, and 23 (or 6%) are normative official answers and official documents. It should be noted that, in spite of the mentioned in the sources, the forestry workers of requests from Earthsight did not receive and personally did not communicate. This can be a sign of the order of this material only to dishonor the activity of the forest industry of Ukraine.
There is a question, as the company Earthsight, which was re-registered in 2015, has managed so quickly to investigate the activities of the forest industry not only in Ukraine, but also in Paraguay and the Congo. The authors indicate that they worked in 18 places in four western regions of Ukraine. At the same time, specific data that indicates these studies is not the company. In addition, compared to the total volume of the Forestry Fund of Ukraine and plots, covered by various forestry measures (main use, the formation and recovery of forests, including sanitary cuts), for the scale of such Research This sample is not statistically accurate.
To conduct such studies, representatives of foreign countries should be aware of the legislation of Ukraine, the current sectoral regulations and records, to have maps and databases on the Forestry Fund of separate enterprises, etc. Therefore, it is impossible to carry out any checks, including the observance of the legislation on export controls, without official requests for the provision of relevant financial documents, without involvement of the company's representatives for Conducting research in the Forestry Fund. It does not only violate professional ethics, but also nitulates all results obtained during investigation. It is a great surprise that the authors of the so-called "investigation" have not been applied to forestry enterprises or other forestry specialists, who do not meet international practices regarding transparency and impartiality during the Such works. This suggests the order of the ordered nature of research with a predetermined negative results.
Note that today a significant part of Ukrainian forests is at different stages of weakening and disorder and has critically low resistance against pests and pathogens caused by the balance of their age structure (since Most of the forests were created in the postwar years), as well as the presence of a large area clean in the tree-structure. The mass drying of forests, connected with climate change, has been observed in many countries of Europe – Belarus, Poland, Russia, Germany, Czech Republic, Hungary, Slovakia, Romania, Italy, Austria, and even in countries with colder climates – in Canada, Countries in the Scandinavian peninsula. According to the scientists ' forecasts in the next 50 years is suitable for cultivation of forest area will diminish even more. Consequently, the volume of sanitary measures in Ukraine will only increase, and this is due to natural factors and anthropogenic-technogenic activity. The volume of dry, consisting mainly of wood-wood, is necessary to process, at the same time in Ukraine there are no corresponding production capacities.
Since Ukraine is the current gost of Soviet times, there are differences in the quality of wood in understanding of Ukraine, which has 3 classes of wood quality and the EU, which has 4 classes. And wood, which falls in Ukraine under the classification of fuel firewood, in Europe can be processed, and in Ukraine – not.
Firewood fuel, which go on the manufacture of slabs and chips after the export, provide currency inflows to the enterprises of the forest industry, which are deprived of financial support of the State, necessary to create new plantings, to care for the existing, on their Protection from fires, pests and pathogens.
Thus, in the materials of the report, the British non-governmental organization Earthsight see the signs of manipulation and support of data in order to provide a loud conclusion. The legality of work on the estimation of legality of seats of the citizens of another country and inspections of the legality of wood sale is questioned. Research is not confirmed by the relevant statistics and official documents, not specified specific forestry enterprises, in which allegedly collected information. Therefore, the fact of the research is to be questioned at all. The authors use mainly the material of the yellow press, which does not give the scientific and legal basis for the made conclusions and puts into question the independence of the company that conducted the "investigation".
